Is it best to use the cleanser before bath or after bath?

All cleansers and toners should be used after having your bath or after washing your face. Just pat your face dry and then add the cleanser to a cotton wool and clean your face with it. You can apply a face cream or serum afterwards if you wish.
After apply Babyface cleanser on my face after it dry can I wash it off ? and apply my oil on my face cause I use Goya olive oil on my face.
